About Us
The National Disaster Centre (NDC) was established by an Act of Parliament, the Disaster Management Act 1984, Chapter 403. The National Disaster Centre comes under the Ministry of Defense and exists under a legislation to provide the necessary and appropriate disaster management services to the people of Papua New Guinea.

The NDC is headed by the Director, who is appointed by the National Executive Council (NEC) on a contract basis of 4 years (a term), and two (2) Assistant Directors - Risk Management Division and Community & Government Liaison Division respectively.

The two divisions at NDC are;
1. Risk Management (RM) - This division deals with pre-disaster mechanisms including Mitigation and Preparedness through research, awareness, education, training and early warning. There are three (3) Officers here that directly reports to the Assistant Director of the division.

2. Community & Government Liaison (CGL). This division deals with during and post-disaster actions including Response and Recovery/Rehabilitation through rapid response operations & coordination, assessments, lessons learnt and build back safer. CGL also takes care of the Finance & Admin of the NDC as well. There are four (4) Officers, including Finance & Admin Officer, who reports directly to the Assistant Director of the division.
Our Core Functions
To supervise the national state of preparedness for emergencies and disasters and to report on it to the National Executive Council;
to assign responsibilities for disaster-related activities to Departments and other bodies;
to advise the National Executive Council if appeal for international assistance is required;
to examine and where necessary approve all grants from national funds for emergency relief;
to supervise the establishment of stockpiles of relief supplies; and
in the case of disaster,
to maintain the National Emergency Plan (currently known as the National Disaster Management Plan) of the National Executive Council;
to coordinate Departmental relief actions and collate national relief requirements;
to lay down guidelines for the preparation and format of provincial disaster plans;
to foster public awareness of the effects of natural hazards and measures which can be taken to reduce their effects;
to advise the National Executive Council of all the circumstances and on the advisability of declaring a National Emergency.
